The file is named .cbr, other comics open, and this one does not. Support says the same thing: a CBR that will not open is probably RAR5. The name does not tell you which RAR generation is inside. TritonPanels looks at the bytes, so renaming the file to .cbz does nothing if the bytes are still RAR.
What does open
CBZ (ZIP), CBR when it is RAR4, CB7, CBT and compressed TAR, PDF, and image-based DRM-free EPUB. Page images include JPEG, PNG, GIF, WebP, BMP, TIFF, AVIF, HEIC on Android 9 or later, and JPEG XL on iPhone and iPad only. Opening CBZ and CBR files is the format overview.

The fix
On a computer, extract the CBR, zip the page images, and rename .zip to .cbz. Keep ComicInfo.xml in the archive if it is there. Do not zip the folder itself or the pages land one level too deep. Windows, macOS and the command line each have a walk-through in how to convert CBR to CBZ.
If you are building a new archive from loose scans, making a CBZ file is the same zip-and-rename idea from the start.
After it opens
The CBZ reads like any other comic: single page, spreads, continuous scroll or Panel by Panel. Wi-Fi transfer accepts CBR too, but a RAR5 file will fail there for the same reason. Convert first, then send the CBZ.
Frequently asked questions
Why will my CBR not open on iPhone or Android?
In TritonPanels the usual reason is RAR5. The app reads RAR4 CBRs only. Convert the file to CBZ on a computer.
Does renaming CBR to CBZ fix it?
No. The bytes are still RAR. You have to extract the images and zip them.
Will converting to CBZ lose quality?
No. The page images are packed into a ZIP unchanged. They are not re-encoded.
Can I open a comic I bought in another app?
Not if it is copy-protected. DRM is not a RAR problem, and converting the file does not unlock it.
